Cabinet nullifies Form IV results

THE government has nullified 2012 Form
Four Examination results and ordered the
National Examination Council of Tanzania
(NECTA ) to standardise the results using
2011 rating system .
Minister in the Prime Minister ’ s Office ,
Policy , Coordination and Parliamentary
Affairs , Mr William Lukuvi told the National
Assembly on Friday that the decision was
reached by the cabinet in its sitting on April
29 , this year . Presenting government report
on behalf of the Prime Minister , Mr Lukuvi
said the decision was based on
recommendations made by a Special
Commission formed by the Prime Minister
to establish causes of massive failure
recorded in last year Form Four
Examinations .
“ On April 29, this year, the cabinet received
preliminary report of the Commission and
approved its recommendations with
immediate effect . The cabinet decision
focuses on justice and fairness to all
students and teachers whose efforts were
measured using new system without their
knowledge,” Mr Lukuvi told the MPs amid
cheers .
The minister stated that , according to the
Commission , NECTA last year decided to use
Fixed Grade Ranges , shifting from traditional
National Mean Difference ( NMD ), which also
incorporated Continued Assessment (CA )
reports. “The Commission has found out
that despite good intention of the Council to
use the new system , there were no sufficient
research and preparations done before
implementation of the system ” Mr Lukuvi
explained .
He stated further that the government had
ordered NECTA to use NMD system and
standardisation in all its examinations
including Form Six exams and issue new
results accordingly .
“ NECTA has also been directed to involve all
stakeholders when amending or reviewing
pass rate and grading of exam results , ” said
Mr Lukuvi . Mr Lukuvi added that the
government had also directed that a process
of introducing National Qualifications
Framework and National Assessment
Framework should be concluded
immediately.
A total of 367 ,756 students sat for the
exams in which only 23, 520 students
(equivalent to 6. 4 per cent) scored between
Division One and Three, 103,327 students
(28 .1 per cent) scored Division Four and
240, 909 students ( equivalent to 65.5 per
cent ) scored Division Zero.
Mr Lukuvi revealed further that
performances of all secondary schools were
poor in 2012 Form Four Exams in which
ward schools performance declined by 1 . 82
per cent; old public schools by 6. 39 per
cent and seminary schools by 7 .29 per cent
in comparison to 2011 results .
